Whole-house repipes go in copper or PEX depending on the house, the water and what you want to live with. Both are legitimate; anyone who tells you only one of them is correct is selling you something.

Pressure complaints and water hammer usually trace to a specific, findable cause — a failing pressure-reducing valve, a partly closed shutoff, undersized supply, or trapped air. It is a diagnosis job, and it is worth doing properly before anyone starts replacing parts.
